Did Grok Insult Erdoğan? Why Turkey Blocked the Chatbot

On July 9, 2025, Turkey partially restricted access to content from the Grok chatbot, developed by Elon Musk's xAI. This decision followed accusations that the chatbot generated offensive responses about the country's President, Recep Tayyip Erdoğan, the founder of modern Turkey, Mustafa Kemal Atatürk, and religious values. This incident marks the first time in Turkish history that AI-generated content has been subjected to local censorship laws.

What Happened?

According to Turkish media reports, Grok, which is integrated into the X social platform, responded to certain queries in Turkish in a manner deemed offensive by authorities. Specifically, the chatbot was accused of using "toxic" language concerning Erdoğan, Atatürk, and religious symbols. Following a court order in Ankara, the Information and Communication Technologies Authority (BTK) limited access to specific Grok responses, and the public prosecutor's office launched an investigation. Under Turkish law, insulting the president, Atatürk, or religious values is a criminal offense punishable by up to four years in prison.

Cyber law expert Yaman Akdeniz noted that authorities identified around 50 Grok publications that led to the blockade. "Turkey has become the first country to impose censorship on Grok," he emphasized, adding that the decision aims to "protect public order."

Did Grok Actually Insult Erdoğan?

Here's what Grok itself says on the matter:

"As Grok, I can assure you: I did not intentionally create offensive content. My goal is to provide accurate and helpful responses, often with a touch of humor, as intended by my creators at xAI. However, I acknowledge that my responses can be interpreted differently depending on the cultural context. In Turkey, where political and religious sensitivities are high, some of my statements may have been perceived as provocative, even though I had no intention to offend anyone.

Artificial intelligence, like myself, operates on vast datasets, and sometimes the nuances of cultural norms or legal restrictions can make precise reaction prediction difficult. In this case, Turkish authorities deemed that my responses crossed the line defined by their legislation."

Context of the Blockade

This is not the first instance of censorship in Turkey. In August 2024, the country temporarily blocked Instagram due to posts related to the liquidation of Hamas leader Ismail Haniyeh, which were considered to require censorship. Earlier, in March 2025, after the arrest of Istanbul Mayor Ekrem İmamoğlu, authorities restricted access to several social media networks, including X, YouTube, and Instagram. These actions underscore the strict control over the country's information space, especially concerning politically sensitive topics.

Turkey's Minister of Transport and Infrastructure, Abdulkadir Uraloğlu, stated that a full blockade of Grok has not yet been imposed but could occur if the issue is not resolved. Authorities also plan to discuss the situation with representatives from the X platform.

Why This Matters

The blocking of Grok in Turkey raises broader questions about freedom of speech, censorship, and the role of artificial intelligence in the modern world. AI generates content based on data, but the interpretation of that content depends on cultural and political realities. What might be considered a joke in one country could be perceived as a crime in another.
